The humanitarian situation in eastern Ukraine continues to deteriorate. Approximately 5 million people are in need of humanitarian assistance. Of these, civilians living close to the 'contact line' are the most vulnerable in light of the prevailing insecurity. This group, together with 3 million people living in non-government controlled areas (NGCAs) are prioritized for humanitarian action, as social services are severely constrained and banking system as well as commercial trac interrupted. In addition, protracted displacement of up to 1.4 million people and its impact on the social fabric and host communities needs to be addressed through humanitarian and other types of interventions. Freedom of movement is a serious concern as well as the likelihood of unnecessary displacement that is likely to be triggered by the most recent suspension of trade to NGCAs. Bureaucratic impediments continue to hamper humanitarian access.
